Turn assembly upside down.
Insert axle rod through wheel, wheel spacer, legs, wheel spacer and other wheel.
Be sure to face "cone" side of wheel against leg.
Attach with (1) Axle washer and hitch pin.
Hammer leg extenders into right legs.
