When this bit is set to 1 the keyboard controller generates an interrupt
when keyboard data is placed in it's output buffer.

The system flag bit in the keyboard controller status register reflects the
state of this bit.

When this bit is set to 1 the keyboard interface is disabled.

When this bit is set to 1 the incoming scan codes are translated to scan
code set 1 listed in section 4. When this bit is set to 0 the incoming scan
codes are passed on unaffected.
