Allow numbers when phone locked

When phone lock is on, the only outgoing calls that can be made are to the following
numbers:
• The emergency number programmed into your phone (for example 911).

Voice privacy is a network service. See Network services, 56 for more information. If
your wireless service provider supports this feature, the voice privacy feature protects
the privacy of your current phone conversation from other callers placing phone calls on
your same network.
