a hardware contact will normally
result in Present-Priority=7

In case of manual override of HVACMode via a hardware
contact it is recommended to lock HVAC Mode operation
on the Room Unit.
With Present-Priority < PrioThreshHVACModeUserLocked
the output HVACMOdeUserLocked will be true
