communicate with the modem if the V.25 bis dialer is
enabled.
Make / Break Dial Pulse Ratio &P
Use the &P command for the dial pulse to be on for 39% and off for
61% of one cycle. Use the &P1 command for the dial pulse to be on for
33% and off for 67% of one cycle.
