[404] Outside (CO) Line Group Assignment

Assigns a maximum 6 outside (CO) line groups. Each outside (CO) line must be assigned to
an outside (CO) line group. For example, if there are multiple telephone service companies
available, outside (CO) lines can be grouped by company.
