Pull the recoil starter.
Pulling is possible when you feel
a slight compression.
Impossible to pull

Remove the spark plug to check
for sparks. Sparks should be
generated.
No spark
OK
Return the spark plug and plug
cap to the original positions, and
then perform proper startup
operation. Confirm that the tip of
the spark plug becomes wet with
fuel.
Dry
OK
There is compression.
No compression
OK
