Onvif IPC settings

Indoor station can't use "Community monitor" function before IPCs are set here.
On the "Configuration", "Protocol", "Protocol info" screen of the IPC, protocol must be set to
"Onvif".
On the "Configuration", "Stream", "Base Stream" screen of the IPC, "Video Encode type" must
be set as "H264" and "Resolution" is not more than "1920x1080".
