UPC-E Preamble

Parameter # 0x23
Three options are given for lead-in characters for UPC-E symbols transmitted to the
host device: transmit system character only, transmit system character and country
code ("0" for USA), and no preamble transmitted. The lead-in characters are
considered part of the symbol.
