Reset request
Request to reset the FL312 module. FL312 initializes itself when it receives this
request. If initialized, no response is returned from FL312 for this request. FL312
returns a response if this request cannot be accepted due to error.
When initialization completes, FL312 enters standby mode and waits for parameters.
This request takes approximately 2 seconds to complete normally. S controller must
verify that reset request was executed as follows.

Node status initialize bit changes to "0" and standby bit changes to "1".
