System variable with different interpolation cycles

There are no new system variables.
The existing general system variable $A_LINK_TRANS_RATE only displays a value not
equal to zero in the link communication cycle on an NCU with an IPO cycle with a shorter
length than the link communication cycle. The displayed value is available to the user; the
transfer is only really conducted in this cycle.
If it is not possible to transfer all the link variables in one cycle, alarm 14764 "NCU link
cannot transfer all link variables at once" is displayed as previously. This alarm can be
suppressed.
