Disable interlocking output (H9/C4)

Interlocking outputs (Type = Interlocking) can be disabled via this
menu but not via menu H2/B3.
The "Interlocking Combination" (Area / Point) is to be entered to
disable the output. If "000/00" is entered, all interlocking outputs will
be disabled at the same time.
Up to 200 interlocking outputs can be disabled.
Disabled interlocking outputs are listed in menu H4/U1 from which it
is also possible to get a print-out.
The LED "Disablements" (L8) is also indicating one or more disabled
interlocking outputs.
