traffic.

Configure Global Profile for ECN

1. Enable ECN globally.
2. Enable a transmit queue.
3. Configure ECN thresholds (minimum, maximum, and drop rate) for TCP traffic.
4. Select the port.
5. Enable ECN for the port.
