LP detected failed SR-IOV device was assigned to LPAR.
LPAR manager detected that the LPAR assigning the isolated PCI
device was activated.
Since the PCI device is in an error condition, it cannot be used on
LPAR.
When the state of a PCI device is not recovered automatically,
perform the ForceRecovery operation to recover the isolated
state.
Start the guest OS after the PCI device recovery, and the PCI
device can be used again.
