[Md.8] Start history pointer
Indicates a pointer No. that is next to the pointer No. assigned to the latest of the existing starting history records.
The storage value (Pointer No.) is 0 to 63.

If a start signal is issued against an operating axis, a record relating to this event may be output before a
record relating to an earlier start signal is output.
