Activate interlocking output (H9/C2)

The output in each interlocking combination (area / point) can be
manually activated via this menu. The corresponding interlocking
input will be "monitored" in the same way as if the output was
activated by its control expression.
Reset has to be performed via menu H9/C3.
(In the Chinese convention, the LED "Output" is indicating one or
more activated interlocking outputs.)
