Set this item whether the Forced Change Primary is
available or not.

Package Reset Timing Option
When Forced Change Primary System is done, all
packages will reset. This option can select the timing of
package reset.
0 = Reset when all packages are in idle condition,
otherwise reject Primary System Integration.
1 = Anytime
