determines whether the specified ranges are effective in both
rotating directions or not.

1 = Enable: Critical speeds enabled.
0 = Disable: Critical speeds disabled.
1 = Signed: The signs of parameters
account.
0 = Absolute: Parameters
Each range is effective in both directions of rotation.

Note: This value must be less than or equal to the value of
