NEND The shelf provisioning mode is set to an
incorrect value.
Suggested Corrective Action
1. If the blade is set to factory defaults in a new turn-up,
initiate a WARM reset to make this blade the Main
blade.
2. For a tributary blade in a new turn-up, change the
shelf type to TRIB.
3. If the NE is carrying traffic and the shelf provision
command is sent by accident, cancel the shelf
provisioning command to clear the condition.
